31. Issuance:
(1)  The security referred to in paragraph a of section 30 may be issued only by a legal person governed by the Bank Act (S.C. 1991, c. 46), the Act respecting financial services cooperatives (chapter C-67.3), the Trust Companies and Savings Companies Act (chapter S-29.02) or the Insurers Act (chapter A-32.1).
(2)  The security contemplated in paragraphs b and c of section 30 may be provided either by the applicant, or, for him, by a third party.
